I cannot believe I missed this shot, but the sign says, "A FAMILY RATE APPLIES TO A MOTHER, FATHER, AND DEPENDANT CHILDREN." In other words, we are intolerant of any other definition of "family" (and also don't want to include extended families, which is fine.)
